He specifically pointed out the unnecessary inclusion of costs for vehicles, furniture, and other items that do not require annual budgeting.

Speaking during the debate on the 2025 budget on Wednesday, El-Rufai emphasized the need for financial prudence and discipline in government spending. He argued that items like vehicles and furniture, which do not “expire” annually, should not be included in the recurrent expenditures of MDAs year after year.

He said, “Sir, the recurrent issue is in every budget. Even a young person like myself, we budget for vehicles every year, we budget for utensils every year. What I would like us to do, sir, is to look at all these ministries that are bringing their budgets. If they bought vehicles last year, they should just relax now. Vehicles do not expire.”

El-Rufai pointed out that these recurring expenditures add unnecessary financial burdens on the budget, and addressing them would help in closing revenue gaps and blocking potential loopholes in government spending. He called for the implementation of the Orasanye report, which had previously recommended cost-cutting measures in government operations, as a step towards improving fiscal responsibility.

The lawmaker also voiced concern about the financial discipline of government leaders, noting the contradiction of asking citizens to endure hardship while government spending continues unchecked. He highlighted the issue of MDAs repeatedly allocating funds for new computers, furniture, and other equipment that do not need to be replaced on a yearly basis.

“The second and most important thing to me, since I was a boy, budgets every year come with new computers, new furniture. These things don’t expire, sir. We should cut them out totally. We can’t be asking Nigerians, we can’t have a tax reform bill that could shape the fiscal shape of this country, and yet, as leaders, we are not cutting anything,” he stressed.

El-Rufai urged his fellow lawmakers, particularly committee chairmen, to closely scrutinize these expenses in the 2025 budget, advocating for a more responsible and sustainable approach to national budgeting.
