The ₦27 billion allocation is part of the broader ₦49.70 trillion national budget for 2025, which President Bola Tinubu presented to a joint session of the National Assembly on Wednesday. Titled the ‘Budget of Restoration: Securing Peace, Rebuilding Prosperity’, the budget emphasizes key areas such as defense, infrastructure development, and human capital investments, while projecting a ₦13.39 trillion deficit to be covered through borrowing.
Within the total pension allocation of ₦1.4 trillion, a portion of ₦2.3 billion has been designated for former presidents, heads of state, and vice presidents. Additionally, ₦10.5 billion is allocated for retired heads of service and permanent secretaries, and ₦13.5 billion is set aside for retired university professors. The government has also allocated ₦1 billion for the pensions and benefits of retired heads of government agencies and parastatals, bringing the total pension allocation for these categories to ₦27 billion.
The budget also makes provisions for civilian and military pensions. Civilian pensions under the Office of the Head of Civil Service will receive ₦46 billion, while military pensions and gratuities will be allocated ₦383.9 billion. Other provisions include ₦66.8 billion for expected retirees, ₦434 million for administrative expenses, ₦596 million for pension running costs, and ₦870 million for medical retirees.
In addition to pension allocations, the budget also prioritizes social investment programs. A total of ₦500 billion has been earmarked for various initiatives, including the student loan scheme, National Poverty Reduction with Growth Strategy programs, the National Home Grown School Feeding Programme, and the Consumer Credit Fund. Of this amount, ₦50 billion has been specifically allocated for the student loan scheme to support education financing in the country.
