This situation follows a similar delay in November’s salary, which wasn’t received by most workers until the second week of December.
Multiple sources within the civil service have attributed the delay to the ongoing transition to a new payment platform. Some civil servants have also pointed fingers at the Office of the Accountant-General of the Federation (OAGF), alleging that administrative lapses have further exacerbated the delays.
A visit to the Federal Secretariat in Abuja on Tuesday revealed the extent of the discontent among workers. “To be very honest, I am not traveling for the holidays this year because I don’t have the money,” one civil servant, who requested anonymity, shared. “Our November salaries came very late, and by the time we were paid, many of us were already in debt. We hoped things would be different this December, but unfortunately, they are not.”
Another frustrated worker echoed similar sentiments, adding, “There is nothing shocking about this new delay. The November salaries came late, and despite preparing ahead, the increased cost of living, including food and clothing for my children, has made things even harder. The payment of our December salaries will be a much-needed relief.”
An Assistant Director working outside Abuja also expressed dissatisfaction, saying, “This delay is becoming intolerable. It’s Christmas, and yet many of us can’t even afford basic items like meat or chicken for our families. The government needs to do more to consider our welfare.”
The Federal Government has since explained the reasons behind the persistent salary delays, stating that the problem stemmed from shortfalls in allocations to certain ministries and agencies. Mr. Bawa Mokwa, the Director of Press and Public Relations at the Office of the Accountant-General, confirmed to Punch on Tuesday that payments had finally begun, with some workers receiving their wages earlier that week.
Mokwa attributed the delay to issues with the implementation of the new minimum wage, which had affected salary allocations for some ministries. “When the new minimum wage was introduced, it impacted the salary budget for certain ministries, leading to shortfalls. This has now been addressed, and we’ve ensured that all affected ministries have been augmented and paid,” he explained.
Despite this reassurance, the timing of the payments reaching individual workers’ accounts varies, as Mokwa noted that the funds would depend on the processing times of different banks. “It varies from bank to bank on when the funds will be available, but I can confirm that the salaries have been paid,” he said.
Nevertheless, for many civil servants, the damage has already been done.
