Senator George Akume, the Secretary to the Government of the Federation (SGF), shared details of the initiative during the meeting. Represented by Dr. Nnamdi Mbaeri, Permanent Secretary of the General Services Office, Akume outlined the purpose of the program, stating that it would provide every resident in Nigeria with a verifiable and secure address. This would not only enhance national security but also improve government planning and contribute to the creation of a more organized society.
“The Proof of Address Initiative, which will be implemented in all 774 Local Government areas, is a critical step towards ensuring that every Nigerian resident has a secure and verified address,” Akume remarked. He further emphasized that the system would become an essential part of the administrative processes in both the public and private sectors.
The initiative is also in alignment with President Bola Tinubu’s administration’s broader objectives of addressing the country’s pressing issues and creating a foundation for a more secure, efficient, and prosperous Nigeria. Akume highlighted the importance of this project, especially at this crucial time in the nation’s history, stating that the system would serve as a cornerstone for strengthening national security, improving government operations, and promoting economic development.
“This system is not just a technical exercise; it is a transformative initiative that has far-reaching implications across various sectors,” Akume stressed, urging all Ministries, Departments, and Agencies (MDAs) to adopt the Proof of Address certificate from local governments as a mandatory requirement for verifying addresses. He noted that the lack of accurate address identification has significantly hindered efforts to combat criminal activities, secure communities, and facilitate effective development planning.

Strong Support from Local Governments
The initiative also received strong backing from the Association of Local Governments of Nigeria (ALGON). Mr. Bello Lawal, the National President of ALGON, expressed strong support for the Proof of Address system, calling it a significant shift in how local governments interact with their citizens and communities. Represented by Mr. Akala Samuel, Lawal stated that the project would play a pivotal role in creating a formal system of identification, improving accountability, and strengthening efforts to secure neighborhoods.
He further elaborated that the initiative would contribute to local governments’ efforts to integrate into the global social and economic development framework. “The goal is to establish a solid base for social development and foster greater collaboration. This initiative is essential for improving the capacity of local governments to address social challenges effectively,” Lawal noted.
Additionally, Lawal emphasized that the Proof of Address system aligns with the federal government’s broader goal of creating a comprehensive and trustworthy national social register. This register is expected to aid in addressing critical social issues such as poverty, unemployment, and inequality, which have long plagued Nigeria.
