This expenditure follows the enactment of the Terrorism (Prevention and Prohibition) Bill, which was approved by former President Muhammadu Buhari on May 12, 2022.

The bill led to the creation of the National Counter-Terrorism Centre (NCTC), a significant step in Nigeria’s ongoing efforts to combat terrorism and reintegrate former militants into society.

In December 2022, the government announced plans to create two dedicated centers focused on the disarmament, deradicalization, rehabilitation, and reintegration of former members of Boko Haram and other terrorist groups operating within the country. These centers are part of a broader strategy aimed at addressing the root causes of terrorism while providing a pathway for those who have renounced violence to reintegrate into society.

According to Rear Admiral Yem Musa (retd.), the Coordinator of the National Counter-Terrorism Centre, the government is planning to invest ₦2.4 billion in these centers as part of the NCTC’s ₦3.8 billion capital budget for 2023. However, an investigation by The PUNCH using GovSpend, a civic technology platform that tracks government spending, revealed that between December 2022 and May 2024, the Ministry of Justice expended ₦1.4 billion on various projects related to these initiatives. This amount covers the construction of rehabilitation centers for repentant terrorists and the renovation of a previously abandoned facility for terrorism trials.

On March 27, 2023, the Federal Ministry of Justice allocated ₦612 million to three different companies for the renovation and furnishing of abandoned buildings designated for terrorism trials. The funds also covered the construction of dormitories intended for the rehabilitation of former militants under the government’s Operation Safe Corridor program. A breakdown of the expenditures shows that an initial ₦286.7 million was paid to El-haby Concept Limited for the renovation and furnishing of the terrorism trial facility. In addition, ₦21.5 million was paid to Interprise Limited for consultancy fees related to the design and supervision of the rehabilitation facilities under the Operation Safe Corridor initiative. Fosab Global Energy Service Limited also received ₦303.7 million as a supplementary payment for the construction of the rehabilitation center, covering 40% of the total cost.

In 2024, the Ministry of Justice continued its investment in these projects, allocating a total of ₦179 million to three companies for similar purposes. The first payment of ₦11.5 million was made to Jayjaysen Integrated Links Ltd on March 22, 2024, for the supply of desktop computers and printers to assist in the prosecution of terrorism-related cases. This was followed by a payment of ₦16.4 million to Estergel Ltd for additional computers and accessories. Lastly, on May 3, 2024, a sum of ₦151.8 million was disbursed to Fosab Global Energy Service Ltd as part of the payment for the ongoing construction of the rehabilitation center.
