On Thursday, both the Senate and the House of Representatives passed the ₦49.7 trillion “Restoration” 2025 budget for a second reading. However, sources claim that prior to the budget presentation, the administration of President Bola Tinubu sought to avoid a showdown by offering lawmakers a hefty ₦1 billion as part of an increased constituency project allowance.
According to these sources, each member of the House of Representatives received an enhanced allowance of ₦1 billion just before the president’s budget presentation. This gesture reportedly helped to diffuse tensions between the executive and legislative branches, as lawmakers had initially planned to protest the tax reform bills, which have been a point of contention.
It is said that an emergency meeting was convened with the leadership of the House, during which lawmakers were persuaded to abandon their plans for a disruption. A source involved in the discussions stated, “During the meeting, they appealed to members to respect the sanctity of the hallowed chambers and the existing cordial relationship with the Executive, urging them to shelve their plans to disrupt President Tinubu’s speech.”
The report further claims that the decision to calm the situation was partly due to the announcement that the president had “graciously increased the constituency allowance to ₦1 billion per member.”
While the ₦1 billion allowance was confirmed for each House member, the situation for senators is reported to be even more lucrative, with each senator potentially receiving between ₦2 billion and ₦4 billion, although the exact amounts have yet to be independently verified.
Experts have raised concerns about the possible strategic motives behind this move, suggesting that the funds allocated for constituency projects may end up benefiting companies chosen by lawmakers themselves. One legislative expert remarked, “The money will be padded in the 2025 budget under the guise of constituency projects, but it’s essentially a red herring.”
In comparison, in the 2024 budget, lawmakers received between ₦200 million to ₦500 million each, depending on their proximity to the Speaker or the Chairman of the Appropriations Committee. Earlier this year, in July, senators and House members received ₦500 million and ₦200 million, respectively, after approving a ₦6.2 trillion increase to the 2024 Appropriation Act.
